Dubrovnik is a walled coastal city on Croatia's Adriatic, known for its UNESCO-listed Old Town and limestone-paved historic centre. With a permanent population of around 41,500 it received over 1.35 million visitors in 2024, and city officials have introduced caps on cruise ships, taxis and vehicle access in response to overtourism.

Special Traffic Regulation Zone (ZCR) Recently changed
Vehicle access to the Old Town perimeter is restricted to permitted vehicles only. Unauthorised entries are detected by automated cameras and fined; visitors arriving by car must pre-register a permit (propusnica) via the city portal or use authorised parking and shuttle options.

Cruise Ship Daily Cap
No more than two cruise ships may dock per day, with a combined daily cap of around 4000 disembarking passengers, under the Respect the City programme. Each ship is required to remain at berth for a minimum of eight hours.
